This is an early 20th-century Russian fable titled "The Scorpion and the Frog". The scorpion asks the frog to carry it across the river. The frog hesitates as it is afraid of being stung by the scorpion. After the scorpion assures the frog that it will not do that, the frog agrees to carry the scorpion across the river. In the midst of crossing the river, the scorpion stings the frog, dooming them both. The frog asks the scorpion why it does not carry out the promise. The scorpion responds that it cannot help itself as it has the innate nature within it to sting. The moral of the fable is that "even if it is against their own interests, a violent person will hurt others anyways because they can't help it".
