Tool bar is on white out

I tried to attach a pic, but it's not showing up for me now.
I have to use the paper clip attach files.
Was just over on Doc's other forum and the new window opened just fine with all things on the tool bar showing.

Did you maybe click the preview icon on the top right of window?
