The bill proposed to protect African American voting rights and Thurmond, who was at the time a fervent segregationist, spent his time reading out the election laws of 48 States, the Declaration of Independence, the U.S. Constitution, the writings of George Washington, and even his grandmother's biscuit recipe to prevent the passing of the law. He was ultimately unsuccessful, and yielded at 9.12 p.m. on August 29th. The bill passed a short while later, by a vote of 62-15.
