#1 & 2 - tie - Onions and Garlic (I use them both together in just about everything)
#3 Black peppercorns, freshly ground
#4 Homemade stock (beef, chicken, and shrimp at home, Vegetable and Shrimp at work)
#5 Thyme
#6 Tarragon
#7 Rosemary
#8 Herbs de Provence - this is a new one to me, as I've been playing with it at work lately
#9 Bacon
#10 Mushrooms (all kinds, fresh or dehydrated)

As long as I have these basics in my kitchen, I can make just about anything, although personally, I need another 10 or so items to truly feel "fully equipped".

you should get more choices because 5,6 are in herbs de provence..lol

I listed stuff in the level of importance to my cooking, with #1 and 2 being tied for first place.

However, other than black pepper, thyme is the highest volume herb/spice I use. Tarragon is one of the key flavors in my clam chowder, which due to popularity, gets made quite frequently around here.

I listed the Herbs de Provence as it's become a staple for my cooking at work.
