the idea has been afloat for some time in the colonies.
in the "olde world" the cost of service is included in the menu price.
which is different than a statement "we will add x% . . ."

Tipless eateries are normal in here, but as it is said, tip includes to the menu price.

In some places, if customer leaves tip, it will collect and use for the some occasion of all staff of the restaurant later (like for the joint Christmas party).

We eat in B.C. frequently and everything is more expensive as compared to my area. Seattle is expensive as well. I still tip 20%.
