I think you may have to get the Pro version of Windows 7 to have the virtual XP feature. The comparison chart on the M$ website indicates it's not in the Home version -- but there are mistakes in the chart.
Just checked -- it's only in the pro and ultimate versions, not in the home version of Win7, according to this page:

Works for me then as all my business software in written using Office XP Pro Developers which wouldn't run under Vista at all. We purchased a new Office machine just a few months ago and I got Vista and XP Pro with it. They had installed Vista with XP overlayed and none of my software ran. I had to completely remove Vista then reinstall XP Pro then all was fine. I will be buying a new PC for myself later this year and do expect to get the ultimate version of Win7 and if it works out I might put it on the office machine as well.
